The film is widely recognized as being inspired by the 2009 suicide of South Korean actress Jang Ja-yeon. Her death sparked significant public debate regarding the "sexual favors" often demanded of actresses by influential individuals in the industry. The title Norigae carries a dual meaning in Korean: it refers to traditional ornamental tassels worn by women, but in the context of the film, it serves as a metaphor for a "sex toy" or object of exploitation.

Directed and written by Choi Seung-ho, the film was produced by Mountain Pictures and distributed by Invent D. It features a cast including Ma Dong-seok as the reporter Lee Jang-ho and Lee Seung-yeon as the prosecutor Kim Mi-hyoun.
